    Henderson Municipal Power & Light (HMP&L), an electric utility and fiber provider in Henderson, Kentucky, is seeking a Geographic Information System (GIS) Technician for the fiber and electric departments. Duties include gathering/verifying data, creating and maintaining maps, drawings and records of the HMP&L utility system and preparing work orders.     The GIS Specialist is responsible for the collection, analysis, and management of spatial and non-spatial data related to project development and administration, economic development planning, hazard mitigation planning, and infrastructure development planning as well as 911 addressing and other mapping/GIS technical assistance for local governments and stakeholders.

    General Duties and Responsibilities

    1. GIS Coordination: Involves spatial data management and coordination for various planning and technical assistance initiatives within the region. This duty will consist of:

    § Create, edit, manage, analyze, and submit GIS data for various local and state initiatives;

    § Produce map books, wall maps, planning maps, and other print mapping products; and

    § Collect and manage GPS data.

    2. GIS Program Development: Involves identifying, initiating, and implementing special GIS services and/or products to meet planning, development, management, or operational needs for local governments, utilities, and stakeholders in the region. This duty will consist of:

    § Develop new services/products;

    § Collaborate with local governments, utilities, and partners;

    § Develop and managing ArcGIS Online data, maps, applications, tools, and dashboards; and

    § Research and investigating innovative functions of GIS.

    3. WRIS Data Management: Involves collection and entry of water and wastewater project and system data in the WRIS Portal in partnership with the Community Development Coordinator. This duty will consist of:

    § Collect spatial and non-spatial water and wastewater system data;

    § Review, correct, and update spatial and non-spatial water and wastewater system data; and

    § Review, correct, and update spatial and non-spatial project profile data.

    4. Transportation Planning Data Management: Involves the collection and management of data outlined in the Kentucky Transportation Cabinet’s Regional Transportation Annual Work Program. This duty will consist of:

    § Update and analyze the regional spatial and non-spatial transportation asset data; and

    § Transportation project mapping creation, review, and development.

    5. KYTC Centerline Data Management: Involves completing KYTC Centerline Review and Updates in coordination with the Community Development Coordinator. This duty will consist of:

    § Review existing county road and city street centerline data with local elected officials;

    § Identify corrections and updates;

    § Coordinate updates with local elected officials;

    § Collect paperwork and supporting documentation; and

    § Collect GPS centerline data.

    6. Other Duties: Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.

    As a Geoprocessing Specialist II for the Commonwealth of Kentucky, you will provide direct technical assistance to PVAs and local officials to resolve tax matters.

    Responsibilities include, but are not limited to:

    • Develop and update coal mineability maps and assesses properties using those maps and annual mine maps.
    • Uses GIS digitally to prepare various maps depicting coal seams, property ownership, coal leases, tax districts, etc.
    • Uses coal isopach maps, mine maps and other sources of information, the employee will develop and update mineability maps that the data supports.

    • Represents Division in meetings and hearings professionally and competently

Experience in manual mapping techniques, photogrammetry, or land surveying will substitute for the bachelor's degree on the basis of 18 months experience for one year of education.

     Responsibilities:

    • Analyzes the various alerts the AMI system generates and then decides which course of action is needed to address them whether it be assigning to field staff or whether a more intensive course of action is needed.
    • Maintains, completes and tracks all necessary documentation as required in this position.
    • Conducts the monthly and quarterly meter reading cycles and meter changes.
    • Ensures the connectivity between systems is maintained (Springbrook/Sensus/Customer Portal) which means the necessary data is being updated in each system on a regular basis.
    • Manages the AMI Customer Portal (Aqua Hawk).
    • Performs research, prepares reports, and conducts special projects as assigned.
    • Maintains, completes and tracks all necessary documentation required to satisfy all federal and state regulations as they relate to the City’s AMI Infrastructure.
    • Ensures GIS information for meters such as location and attribute data is kept up to date.
    • Provides recommendations as it pertains to increasing efficiency, technological advancements, or issues that may arise that involve the AMI Systems.

    • Assists, responds to, investigates, repairs and resolves customer complaints/concerns as it pertains to the multiple components of the AMI Systems (meter readings, customer portal, customer leaks, etc.)
    • Maintains an effective and productive working relationship with the Department’s AMI Systems vendors.   
    • Contributes in overseeing a portion of the department’s annual budget as it pertains to the various AMI Systems.
    • Ability to provide a forecast for future AMI needs.

    Qualifications:

    • A degree from an accredited institution in Public Administration, Construction Technology, Geographic Information Systems, Public Relations, Planning, or related field, or equivalent supplemented by at least five years of progressively responsible experience in related work.
    • Must possess, or have the ability to possess within a year, a Class I Water Distribution License from the Kentucky Division of Water.
    • Valid Driver License.
    • Must have ability to prepare technical reports.
    • Must be highly skilled in business math, grammar, spelling and punctuation.
