    Job Summary

    The College of Arts & Sciences is seeking a Department Manager to support the Department of Geography. This individual will assist in the management of day-to-day operations, and provide vital support to the students, faculty, and leadership in the department, namely the Directors of Graduate Studies and Undergraduate Studies, Chair, and Associate Chair.

    Under the guidance of the Administrative Staff Officer III and Department Chair, this individual will assist with tasks critical to the success of the Department of Geography per College and University deadlines and expectations, which may include but are not limited to:

    • collection, submission, and/or distribution of faculty and instructor reports for scheduled reviews
    • submission of Triage tickets for purchasing, travel, independent contractors, student awards, hiring, technical/creative IT help, and building/key/space/surplus/renovation requests, etc.

    • meeting monthly with the College Business Center for departmental budget reviews and planning per Dean’s Office

    The Associate Department Manager will be expected to collaborate effectively and frequently with centralized College units, including the Dean’s Office, Business Center, Space and Facilities, CATS, Enrollment Management, Philanthropy, and Advising, along with units across campus and external to the University. The Associate Department Manager will play a critical role in ensuring efficient and inviting workplaces and departments for undergraduate and graduate students, faculty, staff, and visitors. This individual will serve as an advocate for the departments and faculty, and an active member of a team of Department Manager colleagues and College staff. Successful candidates must possess a broad understanding of an academic setting, be able to effectively communicate among various personalities and situations, and be a team player with a strong ability to multitask and collaborate in a fast-paced environment.

    Purpose of Position:

    To serve as the planner for the City of Scottsville and Allen County Kentucky.

    The planner will supervise the planning and zoning office while performing professional

    planning duties critical to the business operations of the Planning Commission.

    Essential Duties and Responsibilities: The following duties are normal for this

    position. These duties are not exclusive or all-inclusive. Other duties may be

    required and assigned.

    • Advise and assist the Planning Commission in the coordination of planning

    programs and determination of policies, including land use regulation

    administration;

    • Prepare the annual budget, work program and present recommendations to the

    Planning Commission;

    • Coordinate the development and maintenance of a comprehensive plan with

    elected officials and other agencies throughout Allen County.

    • Prepare text revisions and amendments to the Zoning Ordinance, Subdivision

    Regulations, and various other Planning Commission requirements;

    • Consult with neighborhood groups, community organizations, development

    professionals, builders, property owners, and other interested individuals on land

    development services and topics;

    • Present planning and research reports with accompanying recommendations and

    other documents to the public;

    • Coordinate, supervise and mentor the Planning Commission staff;
    • Serve on committees and attend meetings as a representative of the Planning

    Commission;

    • Attend Planning Commission and all Planning Commission related Boards, City

    Council, and Allen County Fiscal Court meetings as necessary.

    • Develop policies for the general guidance of Planning Commission decision-

    making;

    • Maintain by-laws and procedural standards for the Planning Commission and all

    Planning Commission related Boards.

    • Present planning and research reports with accompanying recommendations and

    other documents to the Commission at public hearings.

    • Perform other duties as required.

    Minimum Training and Experience:

    Education: Bachelor’s degree in urban planning, public administration, or other related

    fields. Master’s degree in planning is preferred. AICP certification is preferred.

    Experience: At least 5 years of management level experience in planning, project

    management, grants management, capital development, financial planning,

    transportation/ transit planning or proven abilities in planning, developing and

    implementing large scale projects.

    Skills & Knowledge:

    • Expert knowledge in theories, principles, and practices of transportation and land

    use planning, urban design, environmental planning, sustainability planning,

    project management, and public administration.

    • Direct experience of the use and administration of Geographic Information

    Systems for planning and parcel addressing.

    • Microsoft office skills (word, excel, PowerPoint, Outlook, OneNote, Teams and

    other related systems.)

    • Expert knowledge in local, state, and federal laws, rules, and regulations governing

    planning and programming for a public agency.

    • Interact professionally with various levels of employees and outside

    representatives.

    The GIS Specialist is responsible for the collection, analysis, and management of spatial and non-spatial data related to project development and administration, economic development planning, hazard mitigation planning, and infrastructure development planning as well as 911 addressing and other mapping/GIS technical assistance for local governments and stakeholders.

    General Duties and Responsibilities

    1. GIS Coordination: Involves spatial data management and coordination for various planning and technical assistance initiatives within the region. This duty will consist of:

    § Create, edit, manage, analyze, and submit GIS data for various local and state initiatives;

    § Produce map books, wall maps, planning maps, and other print mapping products; and

    § Collect and manage GPS data.

    2. GIS Program Development: Involves identifying, initiating, and implementing special GIS services and/or products to meet planning, development, management, or operational needs for local governments, utilities, and stakeholders in the region. This duty will consist of:

    § Develop new services/products;

    § Collaborate with local governments, utilities, and partners;

    § Develop and managing ArcGIS Online data, maps, applications, tools, and dashboards; and

    § Research and investigating innovative functions of GIS.

    3. WRIS Data Management: Involves collection and entry of water and wastewater project and system data in the WRIS Portal in partnership with the Community Development Coordinator. This duty will consist of:

    § Review, correct, and update spatial and non-spatial project profile data.

    4. Transportation Planning Data Management: Involves the collection and management of data outlined in the Kentucky Transportation Cabinet’s Regional Transportation Annual Work Program. This duty will consist of:

    § Update and analyze the regional spatial and non-spatial transportation asset data; and

    § Transportation project mapping creation, review, and development.

    5. KYTC Centerline Data Management: Involves completing KYTC Centerline Review and Updates in coordination with the Community Development Coordinator. This duty will consist of:

    § Review existing county road and city street centerline data with local elected officials;

    § Identify corrections and updates;

    § Coordinate updates with local elected officials;

    § Collect paperwork and supporting documentation; and

    § Collect GPS centerline data.

    6. Other Duties: Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.

    As a Geoprocessing Specialist II for the Commonwealth of Kentucky, you will provide direct technical assistance to PVAs and local officials to resolve tax matters.

    Responsibilities include, but are not limited to:

    • Develop and update coal mineability maps and assesses properties using those maps and annual mine maps.
    • Uses GIS digitally to prepare various maps depicting coal seams, property ownership, coal leases, tax districts, etc.
    • Uses coal isopach maps, mine maps and other sources of information, the employee will develop and update mineability maps that the data supports.
    • Resolve Taxpayer protest as assigned
    • Represents Division in meetings and hearings professionally and competently

Experience in manual mapping techniques, photogrammetry, or land surveying will substitute for the bachelor's degree on the basis of 18 months experience for one year of education.

    Under the direction of the Information Technology Director, the Geographic Information Systems (GIS) Coordinator is responsible for coordinating the strategic direction of GIS for Allen County, including directing the activities of four contracted GIS Analysts.     PERSONAL WORK RELATIONSHIPS:

    The GIS Coordinator maintains frequent contact with other County employees, local, state, and national GIS organizations and the general public regarding all aspects of GIS.

    WORKING CONDITIONS:
