    Position Overview

    An individual in this skilled technical position will be focused on building and implementing geospatial solutions for PDS, Kenton County, the municipalities of Kenton County, and partner agencies. This position creates, collects, analyzes and interprets GIS and geographic spatial information from numerous sources to accomplish this work. An individual in this position shall function with a high degree of responsibility in coordinating, planning, organizing and implementing geospatial solutions. They demonstrate leadership, management and technical skills through effective communication and collaboration, strong decision making and personal accountability. This person is committed to the mission, vision, and core values of PDS through ethical conduct, community stewardship, individual initiative, and responsive service. Work is performed under the supervision of the Director of GIS Administration.

    Responsibilities

    Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the PDS’ Core Values and Mission Statement. Employees are expected to lead by example and demonstrate the highest level of ethics.

    Develop and manage projects creating or analyzing specialized geographic data sets.

    Work on projects to facilitate and implement various recommendations of the comprehensive plan and other development initiatives through analyses of health, safety, and welfare issues facing the community.

    Collect and analyze information about specific features of Kenton County, its municipalities, or of its four subareas identified in the Kenton County comprehensive plan, using a variety of data sources including aerial photography, oblique photography, and land records data.

    Create, manage, edit, and analyze geospatial data in a versioned SDE/SQL environment.

    Acts as an advisor to all departments and becomes actively involved as required to meet schedules or resolve problems involving GIS.

    Represent the organization with local municipalities, other government agencies, and the public - making public presentations as required.

    Assist with building and implementing geospatial solutions for PDS, Kenton County, the municipalities of Kenton County, and partner agencies.

    Identify and compile geographic or database information in order to create maps or other output in response to requests from cities, the county, and other public and private agencies and organizations.

    Contribute as part of a team to the design and implementation of new tools, information, and functionality of LINK-GIS website.

    Enter GPS data, tabular data, legal deeds, field notes, and land survey reports into GIS databases so that information can be transformed into analyses, maps, plans, and drawings.

    Calculate latitudes, longitudes, projections, angles, areas, and other information for making digital and hard copy maps.

    Use both conventional and self-training methodologies to research current GIS and computer programming technologies to keep current with the latest technological changes.

    Maintain a respectful and polite attitude toward the public at all times.

    Provide excellent customer service at all times.

    Perform other duties as assigned.

    Qualifications

    Graduation from an accredited college or university with a Master's degree or Bachelor’s degree in Geography, GIS, Geospatial Sciences, Information Systems, Management Information Systems, Planning, or a closely related field and at least five years’ related experience and/or training; or equivalent combination of relevant education and experience may be substituted. Experience working with local governments is highly desirable.

    Skills & Certifications

    To perform this job successfully, an individual should have knowledge of Microsoft Office Suite software; the Esri software platform including, but not limited to: ArcGIS Pro, ArcGIS Online, ArcServer, ArcSDE; knowledge of WordPress, and web development techniques; familiarity with SQL, VBA, Python, Relational Databases, XML, and HTML. Knowledge of the Adobe Creative software suite, CorelDRAW software suite, or comparable design software is desirable but not required. This position must be capable of learning new software, new methodologies, and new technologies in a rapidly changing industry.

    This position is highly technical in nature and demonstrated technical competency is required to perform this work. One or more of the following industry certifications (or the ability to obtain these certifications) are highly desirable: GISP Certification, Esri ArcGIS Pro certification, Esri ArcGIS Online certification, ASPRS, PMP, or AICP.

    Working Conditions

    This is a full-time salaried position. Typical days and hours of work are Monday through Friday, 8:00 am – 5:00 pm, with occasional evening, weekend, or hour adjustments as required to complete the necessary functions of the position, or other duties deemed necessary. This position performs work that consists primarily of “intellectual work” characterized by high complexity and demanding creative thinking, decision-making, project management, solving problems, and effectively communication ideas in a team environment. While performing the duties of this job, the employee may occasionally be exposed to outside weather conditions.

    Probationary Period

    This role has an initial probationary period of six months.

    The GIS Analyst will join Stantec’s Environmental Services business operating unit, primarily concentrating on FEMA Floodplain Mapping and Water Resources projects across the United States.     Job Summary

    Purpose of Position:

    To serve as the planner for the City of Scottsville and Allen County Kentucky.

    The planner will supervise the planning and zoning office while performing professional

    planning duties critical to the business operations of the Planning Commission.

    Essential Duties and Responsibilities: The following duties are normal for this

    • Advise and assist the Planning Commission in the coordination of planning

    programs and determination of policies, including land use regulation

    transportation/ transit planning or proven abilities in planning, developing and

    implementing large scale projects.

    The GIS Specialist is responsible for the collection, analysis, and management of spatial and non-spatial data related to project development and administration, economic development planning, hazard mitigation planning, and infrastructure development planning as well as 911 addressing and other mapping/GIS technical assistance for local governments and stakeholders.

    General Duties and Responsibilities

    1. GIS Coordination: Involves spatial data management and coordination for various planning and technical assistance initiatives within the region. This duty will consist of:

    § Create, edit, manage, analyze, and submit GIS data for various local and state initiatives;

    § Produce map books, wall maps, planning maps, and other print mapping products; and

    § Collect and manage GPS data.

    2. GIS Program Development: Involves identifying, initiating, and implementing special GIS services and/or products to meet planning, development, management, or operational needs for local governments, utilities, and stakeholders in the region. This duty will consist of:

    § Develop new services/products;

    § Collaborate with local governments, utilities, and partners;

    § Develop and managing ArcGIS Online data, maps, applications, tools, and dashboards; and

    § Research and investigating innovative functions of GIS.

    3. WRIS Data Management: Involves collection and entry of water and wastewater project and system data in the WRIS Portal in partnership with the Community Development Coordinator. This duty will consist of:

    § Collect spatial and non-spatial water and wastewater system data;

    § Review, correct, and update spatial and non-spatial water and wastewater system data; and

    § Review, correct, and update spatial and non-spatial project profile data.

    4. Transportation Planning Data Management: Involves the collection and management of data outlined in the Kentucky Transportation Cabinet’s Regional Transportation Annual Work Program. This duty will consist of:

    § Update and analyze the regional spatial and non-spatial transportation asset data; and

    § Transportation project mapping creation, review, and development.

    5. KYTC Centerline Data Management: Involves completing KYTC Centerline Review and Updates in coordination with the Community Development Coordinator. This duty will consist of:

    § Review existing county road and city street centerline data with local elected officials;

    § Identify corrections and updates;

    § Coordinate updates with local elected officials;

    § Collect paperwork and supporting documentation; and

    § Collect GPS centerline data.

    6. Other Duties: Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.

    Minimum Qualifications
