Ray Rush

Click here to see Ray's video!

Ray Rush is a candidate for the director position.

Ray has worked with GIS for 28 years and has been a certified GIS Professional since 2007. He works for Stantec where he serves as a Senior Delivery Manager, leading digital consulting and technology solution projects that often have GIS components. He has been a KAMP member since 2010.

He is completing a 4-year term as Treasurer for KAMP. During that term, he has found ways to save the organization money, paid bills on time, and ensured that all payments due were resolved among all the responsibilities of the position.

Ray wants to be a director to continue serving on the KAMP board in a less demanding role.

As a director, he wants to help the organization in other ways than as Treasurer and assist the new Treasurer with their duties.

Liz Winlock

Liz is with Natural Areas for Louisville’s Olmsted Parks Conservancy and an adjunct instructor in the Dept of Geographic and Environmental Sciences at The University of Louisville.  With 11 years of GIS experience and one year as a GISP, she is responsible for leading the restoration, conservation, and sustainable management of natural landscapes within Olmsted Parks. This role involves developing and implementing strategic plans for managing these areas, supervising the Team for Healthy Parks (THP), and overseeing all GIS needs for the Conservancy. She collaborates with coworkers and outside stakeholders on research, education, and conservation initiatives, and works closely with stakeholders to set and achieve and to communicate about conservation goals.

She’s been a member of KAMP on and off since undergrad, attending member meetings and being honored to present at the KAMP Annual Conference in 2023.

As a part of the board, she could add in the voice of a practitioner in the natural areas and urban parks field.  Her experience in educating and raising awareness about the importance of natural areas and conservation could also contribute to the association's outreach and educational initiatives, helping to bridge the gap between environmental conservation and mapping technologies.

Jessica Lott

My name is Jessica Lott, and I am running to be a member on the KAMP board. In 2014, I graduated with a degree in computer science from Murray State. Even though I did not get a degree in GIS, I was tasked with implementing GIS into a .Net mobile software solution during my college internship, sparking my love for the mapping world. I decided to switch careers a few years after graduating and became the GIS Specialist at the City of Paducah. This opportunity allowed me to learn a ton about GIS as well as use my development background to help the city. However, I did miss my software development career, so I was fortunate enough to find dymaptic where I am able to use all of my skills that I have developed over the last 12 years. Currently, I am the Lead GIS Developer for dymaptic and I specialize in custom GIS solutions for local government. Since we are a remote company, my duties also include the honor of being able to manage a group of software developers who are experts in GIS across the United States.

I have been a KAMP member since 2017 and was actually elected as KAMP Secretary that same year due to low interest in leadership positions at the time. While the opportunity was unexpected, it allowed me to dive into the organization and help in an area that was needed. After my term ended, I have continued to assist KAMP by serving as Chair of the Communications Board and to this day, I still run our social media platforms and create most of the graphics used throughout the organization.

I would like to take an even more active role in KAMP by becoming a board member. My past experience with KAMP is extensive and extremely valuable. I am also highly skilled at coming up with innovative solutions and encouraging collaboration which would help propel KAMP to be an even more successful organization than it is today. If elected to the KAMP board, I promise to bring ideas to the table and assist in encouraging our younger members to give their input. They are the future of KAMP and it is time that we start preparing this organization for the next generation. Thank you for your consideration. I am looking forward to seeing everyone in October.

Jasper Wyatt

My name is Jasper Wyatt, and I currently serve as the GIS Coordinator at the Kentucky Rural Water Association (KRWA). With over 20 years of experience in the GIS sector, my journey began at Murray State University, where I earned a Bachelor of Science in Civil Engineering Technology. My professional career started in a surveying and engineering firm, focusing on GPS and land surveying. This experience was followed by a role at the Purchase Area Development District as a Water Planner, where I utilized GIS for water and wastewater utility planning.

Subsequent roles included managing a water district in Calloway County, where I successfully implemented a GIS program, and now, at KRWA, where I provide GIS technical support and assistance to utilities across the state. As a recent member of KAMP, I am eager to contribute to the organization by raising awareness among GIS professionals, especially those in the utility sector who may not yet realize the benefits KAMP offers.

I am passionate about advancing the GIS profession and would be honored to serve on the KAMP Executive Board. My goal is to enhance the visibility of KAMP within the GIS community, share my knowledge and experience, and foster a collaborative environment where professionals can network and exchange ideas. I believe my background in utility-focused GIS work and commitment to professional development make me a strong candidate to contribute effectively to KAMP’s mission.

Garrett Seay

My name is Garrett Seay and I am the GIS Administrator at Henderson Municipal Power & Light. I have been in this role for 5 years and look forward to retiring here! I graduated from U of L with a Bachelor and Master’s degree in Geography, GO CARDS! L1C4! I have been in KAMP since entering the Geography department, so maybe 10 years. I served on the communication committee and helped introduce Special Interest Groups (SIGs) to the Kentucky GIS Conference. I want to serve on the KAMP Executive Board because I have enjoyed being in KAMP myself, so it’s time to give back!
