are looking for dedicated and passionate individuals to join our team as a Compliance Consultant for a temporary work assignment.
Position Summary:
As a Compliance Consultant with the Kentucky Rural Water Association, you will play a
pivotal role in ensuring access to clean and safe drinking water for small and underserved communities. You will provide compliance assistance to water systems in meeting the requirements of the Lead and Copper Rule Revisions. Your goal will be to work with water systems to develop an initial Service Line Inventory that meets the requirements of 40 CFR 141.84(a).
Essential Functions:
Import existing service connection data into an Excel or Geographic Information System (GIS) project.
Provide technical and administrative staff support to conduct a records review for each system. The minimum records that must be reviewed include:
All construction and plumbing codes, permits, and existing records or other documentation that indicate the service line materials used to connect structures to the distribution system.
All water system records, including distribution system maps and drawings, historical records on each service connection, meter installation records, historical capital improvement or master plans, and standard operating procedures.
All inspections and records of the distribution system that indicate the material composition of the service connections that connect a structure to the distribution system.
Assist with implementing a survey to engage customers to collect privately owned service line material data.
Assist in submitting Service Line Inventory and Certification documents to the KY Division of Water.
Other Accountabilities:
Effectively communicate with coworkers, utility representatives, regulators, and the public in a professional manner.
Demonstrate strong organizational and interpersonal skills, with the ability to work independently or as part of a team.
Complete daily activity log and expense reports monthly.
Education / Experience:
Graduation from an accredited high school or education equivalent. A post-secondary degree in a related field of study is preferred.
Five (5) years of progressively responsible experience working in the water utility or GIS sector with a well-rounded knowledge of drinking water infrastructure.
Experience working with regulatory agencies with authority over water utilities in Kentucky.
Knowledge, Skills, Abilities, and Special Requirements:
Possess comprehensive knowledge of the operations of a public water system.
Effectively communicate in person, by phone, in print, or electronically in a professional manner.
Work closely and collaboratively with water utility representatives. Proficiency in word processing and Excel spreadsheet applications. Familiarity with ArcGIS is desired but not necessary.
Exercise independent judgment in advising utilities regarding their business and system operations.
Possess a valid driver's license.
Physical Demands and Work Environment:
Ability to travel regionally throughout the workweek.
The primary work environment is a general office setting with limited outdoor work pertaining to inspection/meter location activities. in all weather conditions, and proximity to or handling of hazardous chemicals related to utility water treatment.
Use of a hard hat or other personal protective equipment may be required when applicable.
